RCB vs LSG: Why was Harshal Patel's run-out appeal at non-striker's end turned down?

The game between Royal Challengers Bangalore and Lucknow Super Giants went down the wire and the visitors clinched a magnificent final-ball victory. It was the 15th game of the IPL 2023 which was being hosted by the M Chinnaswamy Stadium in Bengaluru.
In order to restrict Lucknow from scoring the final run off the last delivery, Harshal Patel tried to run-out Ravi Bishnoi at the non-striker's end but could not get the bails off the stumps due to his pace. As per rules, the bowler cannot run the batter on the non-striker's end if he has completed the bowling action
In order to run the non-striker out, the bowler must be inside the crease or should not have completed the bowling action. But Harshal failed to do so, and threw the ball onto the stumps from outside the crease after completing the bowling action. Hence, he was denied the run-out.
Earlier in the game, RCB posted a target of 213 runs as top-order batters Virat Kohli, Faf du Plessis, and Glenn Maxwell notched up magnificent half-centuries to finish the first innings on a high note. Lucknow's bowlers failed to put up a show as the RCB batters went bonkers and smashed 12 fours and 15 sixes in the first innings.
Lucknow's start to the chase was awful as the KL Rahul-led side lost three batters within the powerplay, thanks to Wayne Parnell and Mohammed Siraj's carnage. The bowlers kept picking up wickets at regular intervals as LSG were down to 105/5 in 11.1 overs, when skipper Rahul walked back to the pavilion.
But that is when the game changed as West Indies' powerhitter Nicholas Pooran smashed the joint second-fastest half-century in the history of the tournament, and the fastest of the IPL 2023, achieving the feat in just 15 deliveries. The wicketkeeper-batter was unstoppable as he kept the scorecard ticking and cut the chase short tremendously.
His wicket in the 17th over put LSG in trouble, but the lower-order batters held the game tight and anchored the innings. The game came down to the final delivery of the final over as LSG required just a run to win. A fumble by RCB keeper Dinesh Karthik led to Avesh Khan completing the final run and snatching a victory from the jaws of defeat.
